I think that the STM inspectors are breaking the law when they enforce R-036… since they have not the powers under Articles 72 to 75 CPP… and even though the enabling legislation claims they shall “apply” that bylaw, they are without the legal power to do it. They are given a duty without the power… and if they claim to have absolute power over STM users the same way health inspects have such powers when they investigate a regulated business, they are way out to lunch…
