					<description><![CDATA[The real problem is that the STM pretends that these are &quot;inspectors&quot; going about with their &quot;administrative verifications&quot; as if this was some business where people are known, and that this is not what it really is, random detentions of complete strangers by people who look and act like cops but without powers of peace officers... Richmond references a jugement by Alain St Pierre where the latter judge says no, STM inspectors are not peace officers and they do not have the powers of peace officers and then he said they had a power under Art 74 of the Code of Penal Procedure reserved for... peace officers and peace officers only! I think that the STM inspectors are breaking the law when they enforce R-036... since they have not the powers under Articles 72 to 75 CPP... and even though the enabling legislation claims they shall &quot;apply&quot; that bylaw, they are without the legal power to do it. They are given a duty without the power... and if they claim to have absolute power over STM users the same way health inspects have such powers when they investigate a regulated business, they are way out to lunch...]]></description>
